Look what I caught in LA"s sky

It was in the morning and, passing a quiet Beverly Hills place, I saw a big black plastic bag - as I guess. But, what made me suspicious,it was a sunny very quiet morning with no wind at all- how this big bag could be taken there....I took my camera, shot, and later, uploading тhis pic on the computer, I saw this..swear in ..I do not know in what...but it's all true...what I should do now? Send it somewhere?
